The game is set in New Orleans, Louisiana from roughly 1951 to 1952. This period was selected both due to the lack of any major surveillance technology which could render other forensic techniques obsolete, but also for the diverse racial, cultural, and socioeconomic makeup
of the city.
The 1950s was point of high tension in American history. The Second Red Scare was in full swing, with Joseph McCarthy and the House Un-American Activities Committee enforcing political and social conformity. Segregation laws were in effect, but, due to the historically large African-American Creole population, New Orleans is a center for a distinctly African-American culture. In addition to this, the end of WWII brought a generation of young men back from the unimaginable horrors of war. For many there was a total lack of understanding or treatment of mental illness.
NOTE: In order to use the maximum amount of material from the FORCE program, all legal standards, psychological profiles, and forensic technology are using modern information and methods. This rule uses game balance and incentivizes the players to rely on the methods learned in class by using modern tools which are far more effective than those of the era.
